You can specify what page range to include in a merging.
The split function enables a user to separate PDF pages so they can be saved as a separate document. One of the more useful features is stamp/background. This allows you to add an image or logo in the background. You can stamp an image on a page or the entire document. The difference between its stamp and background feature is the stamp is on the source document’s top. Any PDF file you make can be protected with a password.

This is a very popular open source program. Its specialty is editing PDF documents and files. The program is simple enough for casual users, but there is advanced functions too. For programmers and developers, you can download the scripts library.

There are a lot more powerful applications out there that can edit PDF files. The biggest advantage of the applications here is they are free. It means you can test them all without having to pay for anything. If you are just after a basic editor, any of these will do.
